R(Williams) v Horsham District Council

Has anyone got a full copy of this Court of Appeal decision?
Is it the opinion of others that the ratio of the decision is likely to be
"Usually, however, a main residence would be the dwelling that a reasonable onlooker with knowledge of the material facts would regrad as that persons home at the material home" ?

I have a discount refusal appeal. Grounds of refusal that although the husband was in hospital and had been for almost 2 years his wife could not apply for a single person discount as her husband was also an occupier.

Suggestions for persuasive common law? Would you consider that the application of the statute is inequitable?
Can a hospital be considered as a persons material home?
I would prefer if anyone has any suggestions they e-mail direct and do not post given the appeal is against a CT/HB officers appeal.

Has anyone challenged the operation of Council Tax Appeal tribunals given that in Fife it would appear that the CT administers the appeal process?
