Recovering benefit overpayments from TCs

Does anyone know for definite whether overpayments can be recovered by deductions from Tax Credits?
If not, and a person goes bankrupt while working and on WTC/CTC, this means they avoid the problems that IS/IJSA claimants have in that the Sec of State can just ignore the insolvency practitioner and recover from deductions.
Is this correct?
