5 year residence for PC?

Have a client who is 79 years old, a Russian national who arrived here as a guest in Oct 2006. Was given indefinite leave to stay in April 2007. Has been in reciept of AA since around that time. Tried to cliam PC and was told must be resident here for 5 years before being able to claim. All I have read seems to confirm this. Am I missing anything?

Why do they say that? Was your client a sponsored immigrant (ie, someone else undertook to mainatian them)? That is the only category of settled person of whom I am aware who has a 5 year wait (unless the sponsor has died).
