Second Adult Rebate where there is more than one second adult.

If there are two working second adults in a household, does entitlement to second adult rebate depend only on the income of the second adult with the higher income or on the combined income of both second adults?

My understanding is that if there is more than 1 second adult, then their gross incomes are combined - unless of course one of them is in receipt of JSA, PC, or is treated as a 'disregarded person' (student for example) then it is only the income from the the other 2nd adult that is used in calculations.
