There is a more pressing and larger question about what will hapen to the ILF in any event. The last DWP quinquennial review of the ILF - see this press release: http://research.dwp.gov.uk/mediacentre/pressreleases/2007/mar/drc018-150307.asp - recommended the phased transfer of ILF funding into the general social care budget. The new Green Paper is silent on the subject but is talking about a national care service with various funding mechanisms. I can't see the ILF surviving as an independent agency in that context, and that change will probably come about before or along side any changes to DLA (although the Green Paper talks mainly about Attendance Allowance, not DLA).
