Had a client's application for a CL refused by Balham on the basis that the client could ask for one from Ilford instead. Client is homeless but using an EC4 postcode C/O address, so Balham is the office covering the area he is claiming in. Have requested review on basis that Regs state that application need only be made at an appropriate office and the IRS website says at the local office - therefore wrong to refuse on this ground and if they wanted Ilford to deal with it why didn't they send it there themselves anyway?

Anyone know of any further legisation/guidance/cases dealing with this issue? Anyone else had any success dealing with similar problems?
