After the tribunal of commissioners decision that effectively overturned the court of appeal decision in the chiltern case the government said that it would amend the legislation to ensure that there was a full right of appeal over from whom recovery was sought. They said that this would be in place in about 6 months. Shouldn't they have announced the draft legislation by now? Does anyone know what is happening?
