Local Councillor's and Carer's Allowance

Anyone know how Local Councillors Allowance is treated for Carer's Allowance? If Councillor gets £15k allowances are they treated as gainfully employed? Are travelling and subsistance elements ignored?

Based on the Local Government Information unit 'Councillors' Tax and Benefits' book 2004 (with 2007 updates) pages 35 and 46.

Councillors' allowances count as earnings less deductions for tax, national insurance contributions for Carers Allowance. Travelling and subsistance allowances should be ignored as income for benefit.
