Refusal of JSA with no reason

Client from n A8 country who worked in the UK since 2008, she has lost her job, thus applied for JSA back in January 2010, she received a letter from JCP says

" We can not pay you allowances because the lwa says we can not pay you"

Honestly this is what is in the letter, I telephoned JCP and was advised that client telephoned 4 time asking for a reason in writting but nothing has been sent so far, also was advised by "the very abrupt" JCP worker that someone will call my client within 3 hours and she hung up the phone, unbelievable.

I don't know what to do, well I mean there has been no reason given so no agrounds of appeal I can use and the deadline is on Wednesday 3/03.2010.

What would you advice?

She can still appeal - the grounds for appeal can be 'the decision is wrong because i meet all the criteria for JSA'. I often write appeal letters that say I cannot give a full argument now because the decision letter provides such a small amount of info but for now we belive the decision is wrong because the client meets the criteria etc. I find this is often the problem with overpayment decisions.

I will send off the letter today as you mentioned she does meet the criteria for JSA and see how it goes from there.
