has the migration from IS/JSA ever started in earnest?

This has become a matter of some controversy in our office.

Has there been any automatic migration without any change of circs?

To be honest I don't know (good start to a post!!). I have never actually come across an enquiry concerning migration but the number of clients I see who still get child elements in IS is are getting fewer and far between so it must be happening somewhere although I don't think it is completed.

See Rightsnet news story from yesterday. It has been put off a number of times. Until yesterday it was intended that it should commence in November 2007. The latest statement simply says it will not now take place in 2007, but doesn't say when it will commence.

I've seen a press release from HM Treasury dated 6/12/06 which included the written ministerial statement from the Paymaster General Dawn Primarolo:

"-the Government will not begin migration of the remaining IS/JSA recipients with children to the Child Tax Credit in 2007."

SI 3369/2006 provides for the period during which child elements in IS and IBJSA can be paid to be extended to 31/12/2008.

If you are in government and HMRC are not coping with what they are currently dealing with would you transfer to them a tranche of new clients who might be even more difficult to connect with?

new regs out today provide for DWP to continue paying IS/JSA to the end of 2011 .... see rightsnet news story
