Right Payment Programme

The DWP say that they are going to target those whose conditions "research has shown have the greatest potential for change". Does anybody have a copy of the research they used or know what they consider these conditions to be?

Just had this reply from the DWP:

Dear Alison,

...

Operational profiling research showed that over time all people with all types of disability demonstrate a similar propensity to change. There are also changes in circumstances which are not necessarily related to care or mobility needs but which still affect payment of benefit, such as hospitalisation.

We are still evaluating the first strand of the Right Payment programme and should have data in early 2008. We will discuss this with Ministers, Disability Advisory Forum and others with an interest to review the programme accordingly.

Is it just me, or does this mean that they are targeting everybody with a disability, ie, everybody in receipt of DLA?
