Pension Credit and earnings.

I have a client who is 60 and in receipt of PC. She wishes to work part time for a wage of about £20 per week. I understand if you are under 65 then an AIP is not set and she will have to report her earnings to the Pensions Agency. Will this mean she will lose her PC?

There will be an earnings disregard, as with other benefits. This could be £20 if she gets Carers Premium, is a lone parent or some other circumstances. If not, the there will be a £5 disregard if she is single, £10 if claiming as a couple. Whether or not she will lose PC will depend on how much PC she gets now.

Yes, client will have to report earnings to Pensions Service, who will take earnings less disregard into account (even if client was over 65 and on an AIP they would still have to report their earnings)

Whether client is still entitled to PC top-up or not depends on other income the client has, impossible to say without knowing more info

Disregards -
- for a single person weekly disregard is £5 only (so £15 would be taken into account if person earns £20)
- unless client is lone parent, carer or gets DLA/AA then disregard is £20 (so in this case £20 earnings wouldn't affect benefit at all)

As client is considering starting work the other way to get the £20 disregard - was entitled to disability premium before the age of 60 and has continued to work since then (see CPAG p956) - will not apply

In addition to losing the portion of the earnings not disregarded, it must not be forgotten that one's State pension is added to the earnings and the lot is taxed - less personal allowance of course - it depends on what her State pension is to begin with ....
