Students under EEA law

In a "right to reside" case, I am wondering whether it would be valid to argue that, as the client was studying english in order to improve his chances of employment, that this might count as "vocational" training.

Any ideas on precedent as to what constitutes "vocational study" for the purposes of EEC 93/96? Or am I flogging dead horses
