Hi Robb

The q and a was issued by the DWP when they brought in the new housing costs rules in January 2009. See Rightsnet news story at http://tinyurl.com/2djhg5o with link to q and a at bottom.

The new housing cost rules were themselves amended in January 2010 to correct "unintended consequences" e.g. to allow claimants who didn't qualify for a relevant benefit until housing costs were included in their applicable amount to benefit from the more generous provisions.
