TC o/payment- recovery from claimant who has gone back to his home country in EU

How is it done? Is it done at all? I can't find any procedures despite trying.
I have informed client by email, as it's my duty but I don't know what to say on possible consequences of him simply ignoring the demand (which is correct btw, nothing to challenge). Client is Polish.
Any experience or resource for me to look at?
