"Time limits for appealing to FTT" New SI in news

Does this close the HB loophole where, should one ask for an explanation of a decision it fires up new appeal rights?

I've not needed to look at it as I've not really seen any cases where it might be merited, but just curious as to wehther I can remove the aforementioned loophole from it's cubbyhole at the back of my mind.

No it dosn't remove the loophole.

I agree with jmembery. Further, it may be worth noting that the 14-day time limit could itself be subject to the additional 12 month extention for a late appeal; in the same way as the normal 1-month limit can be extended by a further 12 months.
