I had the same problem last week. I never did get a number for the Persons From Abroad Team, they wouldn't even give me a general fax number for the authority for an intermediary to act form (they claim not to own a fax machine).
Eventually I got the local MP to ring the special MP line and the client received a phone call that same day, and a giro with full backdating 4 days later (this was after 4 months of waiting).
I don't like having to run to the MP for something that should be simple, but it seems that it is the only way to get anything done with the Child Benefit office.
