Consequences of refusing child support

Client with disabled 9 y.o son, on IS and DLA, until recently estranged from husband. In 2004 CSA said they would collect £200 pm from absent husband but did nothing about it. Husband and wife now together again and IS has stopped. CSA now demanding from husband arrears of £18000+ which he can't pay and mother does not want. It seems mother has right to ask CSA to desist (and in any case no longer qualifies for support). But will she have to repay the IS paid to her before July 08?
Any advice and suggestions welcome.
