Missing payment by direct transfer

Can anyone advise if the JCP have an obligation to reissue a missing payment that has been lost in the Banking system? The circumstances are as follows:

Abbey, the mortgage lender, entered an incorrect loan reference when completing the MI12 form (for help with mortgage interest through JSA)

The number was too long for the Jobcentre's field and their computer automatically shortened it, resulting in 3 payments going missing.

Abbey have since traced 2 but can't trace the first one - the largest as it included arrears.

Abbey are resolutely stating they didn't receive it but the Jobcentre are saying they did because it didn't bounce back. It sounds like the Jobcentre have done a thorough investigation and are firm in their belief that Abbey must have it. They also say Abbey are not co-operating and have more or less closed the file. I've wrote to Abbey about this and requested an investigation.

In light of any apparent error by the Jobcentre I wouldn't have thought the Jobcentre were under any obligation to reissue the payment. Do you agree?
