NINO for 85 yr old from former colonies

I have a client who has just come to GB and is partner of British citizen both over 65 - he has no NINO NO.

DWP will not issue NINO forms FOR HIM on the grounds that he is "unlikely to be economically active"

Any tips as regards strategy- there are are no restrictions on the length of his stay,

They will have to allocate a NINO when a claim is made as there is no work only reason for issuing a NINO. Wasn't clear what Benefit you thought he might claim, but you are likely to face the Habitual Residence test. If a claim is refused make a new claim while appealing the 1st and keep going until they make an award - then sort the appeal(s).
