AA/DLA payability - very old case

Can anyone answer this one for me please? I am trying to find out if AA (later DLA) would have been payable to a person in Residential care in 1990. SI 2891 of 1991 (introduction of DLA to replace AA) talked of DLA not being payable in "cases where AA had not been payable because people were provided with accommodation under certain enactments" - it refers to the SS Act 1975 for what these may be, but this is no longer in print so I can't find out what these may have been. I remember that pre 1993 and Community Care, anyone in a residential or nursing home would have AA/DLA taken into account as an income against Income Support (the only time this ever happened)and that under "preserved rights" this arrangement would continue. This would suggest that DLA would have been payable? Can anyone out there remember that far back and throw some light on this for me?
