Asylum-seekers and child tax credits

Normally, an asylum-seeker is not entitled to child tax credits (CTC) – except if still entitled to income support or income-based JSA (SI 2003 No. 653, The Tax Credits (Immigration) Regulations 2003). However, can an asylum-seeker from Croatia who is supported by a local authority under the interim provisions claim the credits? They can get Child Benefit, by virtue of the reciprocal agreement with the ex-Yugoslavia countries. Does this agreement also allow them to get CTC? Any help with this query much appreciated.
