Backdating Child Benefit claim

Had a client who is a migrant worker, not from EEA, they had Indefinite Leave to Remain in the Country permanently. However, Indefinite Leave to Remain was stamped in their passorts in May 2009 but an accompanied letter from UK Border Agency states that Indefinite Leave to Remain was granted in Dec 2007.

My question is how far back can the ask for CHB to be backdated.
I understand that in normal circumstances backdating is just for 3 months.

Unless there was a claim which was made and refused more than 3 months ago, the three month limit is absolute.
