Specialist Support in Welfare Benefit Law

Hello, I am posting to make advisors aware of the specialist support advice service in welfare benefits that CPAG provides.

What is the Specialist Support Service?

The Specialist Support Service is a free consultancy service provided by CPAG on welfare benefits and tax credits law.

Who can use the Specialist Support Service?

Advisers in any organisation in England with a Legal Services Commission contract or Quality Mark in any area of law at ‘Specialist’ or ‘General Help’ level.

How can the Specialist Support Service help?

We can advise on all welfare benefit issues. Our most common enquiries concern:


  • the right to reside test
  • employment and support allowance refusals and appeals
  • notional capital
  • problems with housing benefit


We can also draft submissions to the First-tier and Upper Tribunal and advise on potential arguments. To do this, we will need to see the client's case documents.

Please provide your organisation's name, address and Legal Service Commission contract or Quality Mark number, together with a contact telephone number and your client's surname or case reference.


The Specialist Support Service is funded by the Legal Services Commission. It replaces the advice service which was available on 020 7278 2100.

so do i gather that is only for organisations doing work for clients with LSC funding, then? and clients who will qualify for Legal Help?

Hi Claire,

No the eligibility criteria for organisations are as stated and there aren't any others. ie:


Advisers in any organisation in England with a Legal Services Commission contract or Quality Mark in any area of law at ‘Specialist’ or ‘General Help’ level.


So although it does include those with LSC funding doing work on behalf of clients who qualify for Legal Help the test for access is nothing to do with the means of the individual client whose case we assist with and in addition to LSC funded organisations then those with quality marks (including the general help quality mark) and no funding also qualify.
