Eligible Housing Costs - Improvements

Hi Guys,

Hoping you can help me as I know I must be right but can't find anything to back it up.

Client looking for Support for Mortgage Interest Payments. Issue is some of the mortgage money was used to make the property 'fit for human habitation'.

They bought a very old run down property for about £36000 and decided to do it up. The property had no central heating system in at all - so they put one in. Costs circa £6,000.00.

DWP say they will not cover this as they only cover repairs to existing heating systems (which is what is says in the Regs), not the provision of heating systems.

I can understand that they won’t cover someone who just replaced their existing one - but this is not the case for my client.

The other thing they won’t allow is the money that was used for re-plastering - like I said the property was very old (150yrs) had no heating and was riddled with damp. he walls were falling to pieces. I think there cold be an argument made for this under damp proofing measures - but I'm more concerned about the heating thing.
