Verbal confirmation of identity?

Hi guys; my client has received a message from JCP regarding her WFI. They have finally acknowledged that she is exempt (HRC, HRM DLA) but stated that these letters are printed off automatically for all in receipt of IB and she will keep receiving them.
Funny thing though, they require her to contact them in person or by phone to confirm her identity as all her communication so far was in writing. No surprise there- I have prepared a templates for my client and advised to keep all in writing. Now JCP says "you must call us". Can they insist? Client is a very young, very ill person who is petrified of this type of situations.

Ask the JCP for the legislation under which this is being requested. If they cannot produce it then ignore them.
