para 7.39.
DHP's are available to claimants who:-
"In GB are entitled to HB or CTB ........."
Housing costs, as opposed to Housing Benefit, are the province of the DWP - see page 39 of Zebedee -
para 3.15 -
"Claimants whose accomedation costs are included in their Income Support/income based JSA are excluded from help through the HB scheme. .....................mainly those engaged in some form of home ownership which entitles them to the equity in thier home".
para 3.16 -
"Owner occupiers are not eligible for help via HB on their mortgage repayments".
I rather think that covers it - I assume that the client is at the very least working closely with a CAB (or similar) Debt adviser.
