Deductions from non-means tested benefits to third parties

Hi everybody,
I have a client who recently won the appeal for Incapacity Benefit (mental health issues) with fair amount of backpay. Due to his mental health problems and benefit being stopped at the first place, he has got into rent arrears and other debts. I have come accross the rules about deducting money from means-tested benefits, but struggling to find anything about non means-tested. I would be grateful if any advice available. Thanks a lot
