Milk Tokens and/or entitlement to any other benefits

I have queries about two clients and whether they are entitled to any support.

The first client is 15 and is in foster care. This client has a baby. At the moment she is waiting for her application for leave to remain in Britain to be sorted out. Client is not getting NASS support.
Am I wrong in thinking she is not entitled to any state benefits until her immigration status is sorted out?

The second client is also 15 and has a baby. Client lives with mother who is in receipt of income support and gets child benefit for the client. Is client not entitled to milk tokens because she does not fit in to the categories of those entitled to get them? Are there any health/maternity benefits apart from the maternity grant that this client may be entitled to?

First client - cannot be entitled to benefit as she is under 16. Probably cannot claim benefits even when she turns 16 until her immigration status is sorted, but slim chance she might have some entitlement depending on when and why she came, where she came from, and current immigration status.

Second client - again cannot be entitled as under 16. Client's mother should be able to get child ben and tax credits for both client and baby. Mother should get the milk tokens.
