Income support rates - residential care

Am trying to find out income support rates for someone who was in residential care from 1989. Have managed to find those from 1996 onwards but have been unsuccessful for previous years.

What do you want? During this period there were:
- personal expenses allowances
- residential allowance
- 'preserved rights' payments for the home fees.

I can't find any links either but we have them on paper, if you can say which you want.
