DWP applying for leave

Quick question... If one party applies to the tribunal chairman for leave to appeal, is the other party normally given notice of that application? Or will we only find out when the commissioner asks us to respond to to SoS representations in an application for appeal to the commissioner?

reg 57 (2) D & A "where an application for leave to appeal to the Commissioner is made by the Secretary of State, the clerk to an appeal tribunal shall, as soon as may be practicable, send a copy of the application to every other party to the proceedings" so you'll get a copy and time to comment.
