incapacity benefit and tax

I have a client who has been turned down for Income support due to the fact that he is in receipt of Incapacity benefit for himself and his adult dependent.

His incapacity benefit totals £142.90 per week, however he is being taxed on this amount and is only being paid £133.70. His applicable amount is £140.10 and should therefore receive £6.40 per week.

The Income support section are telling us that it is irrelevant that he only receives £133.70 as the system shows £142.90. Is this correct? It makes no sense to me.
