Bank accounts for people with learning disabilties

I'm looking for a bank or building society that will open an account for people who are too disabled to handle their own financial affairs.

I am often in touch with appointees who are looking for an account:

* in the disabled person's name, but which the appointee can operate (if the account is in the appointee's name the money is legally theirs, which can cause problems)

* which can accept direct payments of benefits

* which offers an ATM card

* which will allow standing orders or direct debit

Does anyone know of a financial institution that will offer all or most of the above?

Sorry I forgot to add-
Ask the chosen bank/builing society if the bank/account allows 'Third party access'. This can usually be arranged when an account is opened.
