Parent's HB and SDP when child leaves for university

I am not sure what is the best course of action. Single parent's severe disability premium stopped when son full time took job between school and university. HB not aware son subsequently moved out to go to university in different city, so SDP not reinstated. If parent asks HB to reassess for SDP, on grounds son rarely comes back to family home, could rent be restricted as parent classed as only needing one bedroom? Is there any way HB could still assess parent as needing 2 bedroom flat (as son needs base in family home etc,) and also award SDP to parent - on grounds that parent lives alone most of the time.

This seems to be a case where it's a judgement call as to whether or not the son is "residing with" the clmt.

If the son is NOT normally residing with the clmt, SDP should be payable (assuming other requirements met), but the clmt will only have a one bedroom need.

As to whether the son is "residing with", CH/1069/2008 & CH/2337/2008 may well be of interest.
