The LSC proposal is to require bidding for contracts in social welfare law within categories: (1) housing, debt & benefits, OR (2) housing & family. in a procurement area.
But Family is also a seperate category under the proposals.
LSC intend to requires that a bid in category (1) is for all areas of work. But what does that mean where there are bidders for (1) and (2) in an area?
How will they decide on who does Housing (and/or Family)? Can this mean a contract could be let for (2) and also in (1) but without housing? Or Housing will be split between bidders for (1) or (2)? What if a bid is accepted for Family only does that mean category (2) is not available / awarded?
Have they thought this through. Clearly as few NfPs currently offer all 3 areas in (1) the issue of Housing (which I assume is the additional area that many would have to undertake) is a key for many NfPs to bid for contracts from 2010.
