Deduction from IS for old loan

Cl. on IS, CTC, CB; twins 1 yr old; single parent. Letter from DWP saying they will deduct from IS for 2 1990s SF loans. Cl. accepts she had the loans but has had no contact about them since about 1997. Deductions to start at about £10 per week, & increase to about £20 (i.e. nearly 30% of IS) per week for 5 or 6 months.

We sent a letter & Financial Statement explaining Cl. couldn't afford this & offering £3.25 per week. No reply, but when we phoned we were told the payments would not be reduced. We asked how to get it considered at a higher level & were told only thing that can be done is to write in again. We doubt whether this would result in it being considered at a higher level - we would just be repeating the information they already have.

Does anyone know, please, whether there is any kind of appeal procedure on deduction levels of this kind?
