Disabled facilities grant and War Widows pension

I am trying to find out if a War Widows pension should be counted as income for a disabled facilities grant.

Although the person does not receive housing benefit, I think the rules for disabled facilities grant are similar to housing benefit. If councils have discretion to ignore war widows pensions when assessing for HB, do they have the same discretion when assessing for a disabled facilities grant?

Is there somewhere I could see the rules for calculating entitlement, as I cannot find the details on the web.

War Pension is counted in full less £10 disregard unless the person is on Income Support or IB/JSA or IB/ESA then the whole of the person's income is ignored.

The 2 disregards have survived all the amending regs. And, I forgot Guarantee PC is also a passporting benefit.
