Does this concept, established by the Commissioners as they were then, still carry over to the ESA descriptors? Or is it redundant due to the lower scoring categories in the old PCA being done away with for the ESA test?

The commentary on Sch 2 to the ESA Regs in the January 2009 supplement to Bonner (The Legislation Vol I) states unambigously that the concept of 'reasonable regularity' is retained for the WCA. It's para 1A.486 on page 288 of the supplement.
