Working Tax Credit - Fairer Charging

I have a disabled client who works p/t (over 16 hours) and gets WTC. He needs some care services from my LA and I have to do a Fairer Charging assessment. I'm pretty sure WTC is the same as wages - disregarded for FC purposes, so that the incentive to work remains.

Can anybody confirm this ?
