HB for inpatients and 28 day linkage - confusion

How do the rules on linking periods spent in hospital separated by 28 days or less square with R v Penwith ex parte Burt?

I'm assuming that entitlement to any HB at all disappears at 52 weeks (but this period is calculated as per Penwith and does not come under the 28-day rule) whereas if exceptional circumstances apply and HB continues beyond 52 weeks it is the applicable amount only that is affected by HB Regs 18(3).

Is there a better way of thinking about it?

The 28 day likage for HB applies only to the applicable amount not to the 52 week temporay absence provison.

This is not the case with IS housing costs as they are included in the applicable amount
