Polish National and Pension Credit

I have a Polish national who has been in the uk since at least 1998 and was working most of that time. At some time in, I think, 2008 he claimed JSA. He reached 60 in January 2009 and JSA stopped. PC was eventually claimed in June 2009. However, the Pension Service are dragging their feet and have been particularly interested in seeing his passport / assessing his immigration status.

Is there anything here to show this claimant may be caught out by R2R? It's not something I've had to look at before but from looking at CPAG I would say he was covered by the former worker definition.

Might I be missing something? TIA if you have any thoughts.

Maybe consider if the client should apply for permanent right of residence?
