is it denial of Access to work?

I am a non EU spouse and my wife is an EU member. Both of us came to Sweden in search of job. we followed all the necessarily formalities of living here like registering at the tax office and at the employment office. We could not properly registered at the migration board because my wife do not have job which is one of the criteria for registration of right of residence.
our problems are. we applied for social assistance in Sweden and it was denied based on the ground that the employment office told them that we do not have genuine link to labour market. which is not true if genuine link have to be that you must be seriously looking for job. we have applied for thousands of jobs starting from the first day we entered Sweden and the evidence are there. our problem with employment office is this. we registered but from the first day we registered the dont believe that we have full right to work or take part in their program since we have not registered to migration board. Plus in their registration database they wrote that my wife can only do dish washing job. my wife is a cashier and she has been working most of her life in her home country. we have stayed more than 3 months now and the employment of office sent us a letter that my wife name will be removed from the registration list since she never registered at the migration board. Meanwhile, I have asked them several times that my wife should take part in some of their program such as catering to enable her has job easily since cooking job dont require much language skills. but they dont want to allow her do that until she register at the migration board.
I am not an expert in law and I will delighted if the expert here can analyze our case and tell me what to do. thanks for your contribution.
