I hope someone can assist with this or point me in an appropriate direction. We are soon to put in a bid for an LSC contract. I'm trying to find out if there are others out there who could advise what a "New Matter Start" is considered to be, in benefit terms.

A new matter start or NMS is a new case.

If you are bidding for a social welfare law contract, the deadline is 12 noon, Wednesday 21st April 2010.

You must bid for Housing, Welfare Benefits and Debt, and employ a qualified litigator, or be part of a consortium to deliver the service.

Sorry, I should have been a bit clearer. Would anything count as a NMS, ie: completion of basic form etc, or does it have to be something that requires a minimum number of hours etc. Soory it's so vague but I'm doing this on behalf of the manager here who's on leave.

No, you shouldn't open a NMS for a "basic" form.

Have a look at the legalaidandme website - sorry i don't know how to do links.

a new matter start is a new case for a person

so for example, you have a client comes in with e.g.an IS problem and you open a file; that's a new matter

if same person then comes in with a DLA problem, that's another new matter..

and so on with next client

IMHO (granted it's a while since i've done legal helps ....but that's always been my understanding of it)
