Scenario

Elder lady in reciept of AA - is joint owner of property with Neice -

Pension service say that she may be able to include SDP in GPC claim because they are joint owners - the deciding factor apparently is the definition of "close relative". Therefore is a neice, or a nephew for that matter, a close relative ?

The definition of close relative in the State Pension regs (reg 1) does not include a neice or nephew. (Bonner 2005 page 1123)
