HB for 2 homes

Hi

I have a f/t student at our university who is personally eligible for HB and stays in Halls during term-time. Due to the recent amendment on Halls and HB she will be able to claim HB for her Halls accommodation next academic year. She is married with children - her family stay in the permanent home which is rented (her husband is also eligible for HB). Her use of Halls is unavoidable due to her disability and the distance from her permanent home. I believe it would be reasonable for her to claim HB for the Halls. From the usual sources (CPAG handbook, Zebedee and Ward, and the HB Guidance) I'm sure about the eligibility but can find nothing on how the calculation for HB for 2 homes should be made - as a couple for both properties? As separate households? The 2 rents added together for one calculation (if so, which LA assesses - there are 2 LAs involved)?

Any pointers would be much appreciated!

Sorry! Found it - to answer my own query...joint income and applicable amount on each home which due to ICB, student loan and dependants grant and a small pension isn't going to help my client or her husband for HB with either rent during term-time...
