Your client's mother can apply for a CCg for a shower if she is receiving relevant benefits, but,in my opinion your client would be extremely unlikely to get a CCG herself as she is not the one who needs it. Installation of a shower where there is not one already is not a minor repair. If the social fund cannot help the Social Services may be able to.

I'd definitely ask Social Services to carry out an assessment of the mum under s47 of the NHS and Community Care Act 1990. They're under a duty to carry this out and also to provide any aids/adaptations and services which they identify and all within a reasonable timescale. Reasonable being the operative word - don't let them fob her off with talks of delays because of budgets etc.
I'm of the same opinion as Judith. It's not a minor jobbie so extremely unlikely she'd get a CCG for this.
