this one was bundled up with the tribunal of cmmrs decision that came out last week - CIB 4751 2002.

at para 3 of the decision it states -

"The four appeals were heard together, with a fifth appeal (CIS/4/2003) which, because it gave rise to a specific self-contained issue (as to whether a claimant has a right of appeal in the event of a refusal by the Secretary of State to revise a decision for "official error"), is the subject of a separate decision, deferred pending further submissions."

Thanks Sean phoned Comm's office and they say 4/2003 still to be decided. Printed off 4751, phew, 64 pages and it comes with its own index.
