As we understand it, people not entitled to IS because they move on to Child Tax Credits and have other income (eg IB)will have no access to the discretionary social fund (except CLs). Can this be right?

May even have problems claiming Crisis Loans, if part of the application is for the needs of a child/young person who is covered by the family's CTC award. IR can make emergency payments of CTC, so local DWP offices have apparently been instructed to refer the Crisis Loan applicant to IR for help with the 'child part'of their claim.
