Re news item confirming that the proposal to stop backdating of IS etc for refugees, does anyone know when this will be effective from?

According to a Refugee Council update, although the Asylum & Immigration (Treatment of claimants,etc) Bill - which contains the measure to scrap the backdated entitlement - received royal assent on 22 July, only parts of it will become law within 2 months (those measures relating to undocumented migrants and refusal to co-operate with removal). All other sections require secondary legislation which the Council says "means that it may be some time before we see measures enforced".

looks like not before mid 2005 ....
