Client had a neglative decision on a BL application, applied for a CCG for same items. Refused a CCG, asked for a review. In the meantime, BL decision revised as there had been an official error - offer has been accepted.

If we continue with the CCG review, is there any way the BL can be somehow converted to a CCG? There aren't any provisions for treating a BL application as a CCG application, so my feeling is, no. If the CCG was successful, could clients lawfully use the award to pay off the BL? Any thoughts?
